Woman of the Year

Federated Women are multifaceted. Of course, as members of the Federation, they donate untold hours and monies to the work of the Federation. More than that, many of them are involved in community-based volunteer activities that have nothing to do with politics but, in some way, better the quality of life for the citizens of their community.

We should call this award "Women of the Year" because there would be several who would meet the standards for which this award is given. But we look for the one who stands out from the rest and goes that extra mile to achieve not only the objectives of the Federation but reaches out to the community in which she lives.

Paula M. Guzman 2005 CFRW Woman of the Year

Central Division member Paula M. Guzman has been named CFRW 2005 Woman of the Year, and what a year it was for her! Besides being the 2005 Foreman of the Fresno County Grand Jury, which included evaluation of procedures, methods and systems used by governmental agencies in the county, and endless hours of supervision, scheduling, meeting participation and final reporting and editing of the 2005 Grand Jury Report, she either found or made time to continue her community and Federation involvement.

As a dedicated Federated Woman, Paula has attended every NFRW and CFRW convention for the past ten years. In her home club, Fresno County and City Republican Women Federated, she has served on virtually every committee from Americanism to Ways and Means, with Budget, Nominating and No Child Left Behind thrown in for good measure.

Our Woman of the Year has served on the Fresno Unified District Board of Education, Fresno County Work Force, Fresno County Records Management, and Mental Health in the Juvenile Justice System, Needle and Syringe Exchange and Purchase Program, Fresno County Water Issues, Traffic Flow/Congestion, Maintenance District, and In-home Supportive Services Program.

This retired Associate Professor at California State University, Fresno was the Cooperative Personnel Services Chief Proctor for California State Testing. Her leadership is highly commended by the California Highway Patrol, the City and County of Fresno, and the community at large, in affecting policy and change.

We applaud her as a fitting recipient of this annual award and congratulate and honor her.
